- Report of fall of Delhi was false; bazaar reports say he was still outside town on 4th; failure to attack earlier now makes long siege probable; difficulties of reinforcing Barnard's army; Delhi's retention by rebels 'will work mischief everywhere'; Canning's greatest fear is for Deccan; further demand for 15,000 men is being sent to Vernon Smith; reviews worst and best cases for future; has no sure information on doings of Scindia and Holkar; Havelock's rapid progress after leaving Allahabad (where he or his Commissariat lost time) and recovery of Cawnpore; comments on massacre there – 'it is impossible to think steadily of anything with these horrors before one, making the Herat sick'; death of Henry Lawrence – 'of all men in India he is the one whose loss is least reparable at this moment not excepting his brother John. He would have been invaluable in the pacification of the troubled districts, hereafter, both as a Soldier and Civilian'; review of situation elsewhere in India, mentioning among other things: revolt of Holkar's troops at Indore – Holkar's complicity uncertain; Sir J Lawrence has advised giving up Peshawar to Afghanistan to free three regiments of European troops – Canning thinks this would have 'fatal effect wherever doubts as to the permanence of our power have been engendered' – it should be possible to hold trans-Indus territory with local Punjab regiments.
