- Canning's letter of 9 August has caused more alarm than any previous one because of Dinapore business; hopes Canning will be satisfied with Generals sent out - Directors are not, as they will not admit 'what is clearly proved' the deficiencies of their own officers; explains decision not to send troops via Suez, though in future small detachments may be sent by that route; hears loan in India has gone well – still thinks assurance of support should have been 'from the Imperial Govt had not the Court been so disinclined to acknowledge their weakness'; Palmerston wishes Canning to communicate with Elgin on feasibility of using Indian troops to take Canton this winter; rumours of Queen of Oudh sending arms to India; request of Resident at Hyderabad to be given powers to try non-British subjects for offences committed in British cantonments; opposition trying to make political capital from disaster sin the East; Vernon Smith briefly outlines line they will take and line of reply, and asks Canning for information for rebuttal; Cabinet is anxious public should be aware of Canning's admirable conduct and Vernon Smith asks for memorandum to be used in his defence; award of CBs and proposed promotion for Havelock and others; Vernon Smith hopes announcement of CBs will excite others to similar feats.
