- Campbell likely to begin operations at Lucknow before arrival of Jung Bahadur, but it now seems that this will not upset the latter; did not expect Home Govt to welcome Nepalese assistance; describes its value; Gurkha soldiers brave, honest and orderly, but other shortcomings of their officers and commissariat, and their inexperience of cavalry, mean they pose no threat to British, except in crisis such as the present one – therefore politic to have them active on British side; is slightly uneasy about way Rose may handle his operations, in particular that he may allow himself to be tied down to a siege of Jhansi; situation in upper Doab and Rohilkhand; proclamation which he intends to address to Oudh chiefs and taluqdars; Duke of Cambridge's intervention in procedure for awarding military honours which Canning regrets; arrangements for estimating losses caused by mutiny; asks Vernon Smith to order no more commissions of enquiry – Canning cannot spare manpower; for that reason Commission on Army impossible at present, and he will instead circulate questions among all those whose opinions are most worth having.
