- Refers to Canning's letter of 15 May; agrees that legislation to implement 1st report of Law Commission should be by Legislative Council in India rather than Parliament and is persuading Chairs to agree, but Canning must legislate speedily; checks introduced by 1833 India Act tend to cause delay; bills drawn on India have been stopped for present; unpopularity of Directors, who need 'much vigilance and some violence to keep them in order'; failure of present Chairs to manage them very well; suggests change in seat of Government from Calcutta; suggests William Ritchie (member of Calcutta bar and Advocate General of Bengal) might be appointed to judgeship at Madras provided 'the seat is not stormed by the hungry lawyers here'; refers to Canning's letter of 17 May; official instructions regarding ultimatum to Persia are being sent; Chairs have suggested employing Lt-Col J A Ballard and Capt (later Sir W Henry) Green as emissaries to Persia; policy towards Afghanistan and Persia; suggests Indian Navy should be improved, or abandoned and Royal Navy substituted; controversy with Directors over proposed addition of officers to native regiments – Sir George Clerk (Secretary to Board of Control) argues if they become numerous they 'make a separate society altogether from the natives and lose that control over them which used to be engendered by kindness'.
