- Urges Canning to get Legislative Council to enact as much of Law Commission's recommendations as possible as Sir J Jervis (Chief Justice of Common Pleas) and Robert Lowe (Whig politician) are highly critical of Vernon Smith for not acting on its work without reference to India; slow progress on Wood's 1854 education proposals; confusion over return of two cavalry regiments to India; policy towards Persia; fears of Russian intervention; refers to Canning's letter of 17 June (1) - strongly agrees with Canning's views on foreign legion; suggests there is wasteful expenditure in Bengal stud; refers to Canning's letter of 17 June (3) and fears Home Govt's administrative arrangements for India will delay action on Plowden's report on salt; believes gunboats being sent to deal with pirates; hopes Canning will not have too large a European establishment in Oudh; fears general disarming there may give great offence; 'I look with incalculable anxiety to the experiment of Oude', Dalhousie claims merit of its acquisition but left Canning problem of its administration, 'however you have a noble opportunity of teaching the natives how to live and showing mankind how a civilised conqueror should deal with his barbarous subjects'.
