- Refers to Canning's letter of 3 July (1); suggests Legislative Councillor [i.e. Law Member of Governor-General's Executive Council] no longer necessary and that £10,000 p.a. could be saved; two batches of civil servants (of 20 each) being sent out, plus those currently at Haileybury found fit after their 4th term (because of representations of Sir James Hogg, East India Company Director on behalf of his sons); need for considered scheme for expanding civil service numbers to avoid wasteful expenditure; Canning should impress need for urgency in preparing Persian expedition on Lord Elphinstone (Governor of Bombay); Outram advises that Queen of Oudh should not be received en reine; disposition of Queen Victoria to patronise deposed despots; annoyance of Chairs at Canning's letters in favour of Queen of Oudh after he had declined to receive King; rumour that Canning and Anson do not get on; Vernon Smith fears latter's extravagance; two recommendations.
