- Acknowledges Canning's letter of 23 October; plans for Persian expedition; orders sent to Canning to send force to Shuster [sc Shushtar] which will require no more troops than force originally proposed before Canning's reduction; Cabinet puzzled by latter; if Canning is really pressed, suggests taking troops from Madras; policy towards Persia and Afghanistan; hopes Caning can send Lt-Col John Jacob (Commandant, Scinde Irregular Horse) to assist Outram; if he does not hear from Canning on Law Commission and Salt reports before Parliament meets, he will be bombarded by Indian reformers.
