- Acknowledges Canning's letter of 22 November; anxieties in England that insufficient force sent to Persia; Vernon Smith hopes Canning is continually sending reinforcements according to authority sent by Secret Committee's letter of 24 November; Russians suspected of covert support for Persia; agrees Canning right in proclamation of war to make Herat sole casus belli, and on difficulty of maintaining Herat's independence but it must be kept out of Persian hands; opposition to war in various quarters; urges Canning to prepare for further operations against Persia and to demand troops from England officially if he needs them 'for it would be shameful to fail in such a scheme'.
