- Attack on Persian war in Lords stronger than in Commons; negotiations with Persia; Lord Ellenborough's and Vernon Smith's views on importance of Herat – whatever its real value, repeated assertions of its importance would make it ignominious not to protect it; ideally, Kabul, Kandahar and Herat should be in different hands, and latter should certainly not be in Persian hands; views of Rawlinson and Layard on feasibility of invasion of Persia from Gulf; Sykes and Hogg embarrassing Govt by criticising war; arrangements for expedition appear to have been excellent; comments on Stalker and Leeke and question of rewards for them; domestic politics; criticisms being made that Canning's proclamation of war did not observe some constitutional niceties; refers to Canning's letter of 22 December; hopes to avoid parliamentary legislation on Penal Code; opposition of William Theobald (Calcutta barrister) to submitting planters to mofussil courts unless English barristers at £3000p.a. preside over them; financial drawings by EIC; regiments being sent out to relieve those about to return, but Canning should keep both if he needs them; plan to send one of them to China abandoned; he lives 'in daily fear of something about salt' being raised.
