- Refers to Canning's letter of 8 January (2); Outram's appointment; varying advice at home from Rawlinson and Layard on practicability of march from Shushtar to Teheran; Palmerston (in particular) differs from Canning on necessity of expelling Persians from Herat because such a point has been made of it; negotiations at Paris with Persians; Outram to have large discretion; regrets not sending Scinde horse to Persia; comments on Leeke and Stalker; Panmure and Prince Consort are suggesting increase in Queen's regiments in India (currently fixed by statute at 20,000) – asks for opinion of Canning and his Council whether 'under the new relations of extended empire' the quota should be altered.
