- Has heard of mutiny of 9th Bengal Cavalry at Meerut from telegraph message from Agra to Bombay included in Bombay mail which arrived yesterday; hopes 'repetition of disaffection breaking out at intervals' will lead to deep enquiry into causes, which Vernon Smith attributes to idleness, religion, and severance of officers from their men; report of subscription by Canning to missionary society; refers to Canning's letter of 22 April; exclusively Indian wars (e.g. in Burma) should be controlled by Governor-General, but partly Indian and partly European wars such as Persian war should be controlled by 'Imperial Cabinet' alone; agrees subsidy to Amir of Afghanistan should be continued at Canning's discretion, and that British should not interfere in choice of chief; on salt, Vernon Smith would like to reduce tax, Directors would like to increase it; opposes Bishop's proposal for appointment of Co-adjutor; new bishopric would require legislation which probably could not be obtained even from present docile House of Commons, and Church Missionary Society oppose it; Outram awarded GCB and appointed to Governor-General's Council, Hearsey awarded KCB.
