- Comments on First Report of Law Commissioners; amalgamation of Supreme and Sudder Courts will be difficult because of mutual jealousies between Queen's and Sudder judges; recommends some judgeships should continue to be reserved for Company's covenanted service; opposes appointment of native judges; with only few exceptions natives not yet ready to fill highest offices; is unimpressed by acquirements of uncovenanted English servants; need to improve mofussil bench and make their decisions final rather than continue system of appeal; question of Rgistry of persons entitled to jury trial; sceptical of system of assessors which has failed in Ceylon; urges that Govt of India and its Legislative Council be allowed to pass Commission's recommendations into law rather than Parliament; prefers quick action followed by amendment where necessary; proposes to proceed in Bengal without waiting for Madras and Bombay where delays are 'incalculable and uncontrollable'; hopes Committee on Penal Code ('Macaulay's so-called') will soon finish its work and good progress be made towards its passing by the Legislative Council; again strongly urges enactment of both Code of Procedure and Penal Code in India, especially the former.
