- Situation at Delhi; hopes Vernon Smith will approve his orders not to entertain overtures from King of Delhi; John Lawrence, Gen Wilson and Greathed (Political Officer in camp) favoured receiving them, but to have done so before King was 'under our heel would have been disgraceful'; Outram's and Havelock's progress towards relieving Lucknow; Outram ordered to give priority to saving Lucknow garrison over retention of the place; serious consequences of reverse at either place; situation elsewhere; China troops and other reinforcements arriving; shortage of river and sea transports; two regiments from Cape being sent to Bombay to suppress disaffection there (which would have had better chance of success had it appeared six weeks earlier); things generally improved; weakness of Commissariat arrangements, particularly carriage; scarcity, possibly famine, threatens Central India; no danger of a 'false humanity' [cf Vernon Smith's letter of 10 August] arising at least in Calcutta; Canning denounces 'rabid, indiscriminating violence' with which European community talk of mutineers and of 'every creature that is not a Christian'; does not believe in existence of paper by Anson warning of state of army alleged to exist by Disraeli.
