- Vernon Smith's demand for reasons for Instructions [i.e. 'clemency' instructions] of 31 July partly anticipated by despatch of previous mail, and another despatch goes today; Canning does not understand why they are considered untimely; incredible that lies that J P Grant had released 150 mutineers and hung some highlanders should be given any credence; disagrees that there is no way of vindicating public men when Parliament is not sitting – press denials can be issued when stories are incredible or highly unlikely; but Canning is grateful for support received from Vernon Smith, Palmerston, and Lord Granville (Lord President of Council); situation in Assam; Campbell's operations and possible future operations – Canning favours giving attention to Oudh; Outram still near Lucknow with 4000 men; Jung Bahadur of Nepal about to cross the frontier; situation in Burma causing anxiety and may require despatch of more troops; hopes to send mutineers to Andamans; regrets opposition of Directors to employing West India regiments which Canning believes would have had salutary effect on sepoys.
