- Acknowledges Vernon Smith's letter of 8 January; procedure for making recommendations for honours; Bartle Frere much less deserving of honour than several others; premature to award civil honours until Lucknow has been recovered; is asking native princes to remove superscription of King of Delhi from their coinage, but independent coinage is their prerogative; regrets Home Govt's despatch on question of compensation for losses sustained during mutiny has virtually conceded principle that some compensation will be paid; loyal natives should be compensated – 'it would be monstrous to exclude natives as such' – but it will be difficult to distinguish genuine claims from others; glad Sir Hugh Rose's Nerbudda Field Force is to be reinforced by two European regiments en route to Bombay – at present he has only 1500 Europeans in his two columns; appropriate rewards for loyal Princes; question of substituting Europeans for native troops in their treaty contingents; good effect of assurances (given just before mutiny broke out) to Scindia that no annexations or encroachments were intended, and that 'we honestly preferred to see his people well and happily governed by him to governing them ourselves', similar message to Gaekwar, and instantaneous recognition of new Gaekwar and Nizam; intends to reward Nepal with slice of wild country; is optimistic that British will still be viewed with as much fear or at least respect as formerly by Princes; Sir G Grey (Governor of Cape) willing to take King of Delhi; attack on Lucknow postponed to enable Jung Bahadur to participate, though Campbell could have taken it with his 10,000 infantry without waiting for Jung Bahadur's 12,000; latter will be helpful in bringing distant parts of Oudh under control; justifies retaking Lucknow before dealing with Rohilkhand, despite risks of renewed disorder in recovered districts; suggestions from Outram, Lawrence and Mansfield to offer easy terms to mutineers, and to taluqdars and people of Oudh, but Canning is determined to crush mutineers in Lucknow and vindicate the law in Oudh – it would bring 'shame and contempt if we offer compromise to Traitors who are still unbeaten and insolent before us'; will show mercy to taluqdars 'who think themselves (not unreasonably) wronged by us' but only after recapture of Lucknow; individuals, e.g. Man Singh, are being encouraged to make submission, but a proclamation of pardon before fall of Lucknow would be seen as sign of hesitation and weakness.
