- Acknowledges Vernon Smith's letter of 9 August; indicates how he intends to put Law Commission's proposals before Legislative Council; arrogance of Jervis and Lowe; hopes to take up education question soon; glad to hear increase in military officers will be sanctioned in view of present shortage; proposes reduction of Bengal infantry regiments from 1000 to 900 or 800 bayonets; importance of maintaining Bengal stud despite cost; decrease of crime in Oudh means there is no need for exceptional laws or disarming of population in Oudh, but about twenty forts with artillery must be dismantled – Canning believes they will yield to a summons but precautions will be taken to crush any sign of resistance; Oudh needs to settle down and Commissioners and their assistants need to learn about their districts before any scheme of education can be attempted; scheme for police sent by Sykes (Chairman EIC) is too military and will need amendment in this and other respects – Canning hopes to be given discretion to do this.
