- Glad to hear Govt will share expenses of war with EIC – nothing less would have been fair; explains reasons for raising new loan at 5% and its terms; Persian military situation; reasons for sending units other than regiment of Scinde Horse for which Outram had asked; describes negotiations and resulting treaty with Amir of Afghanistan admirably conducted by John Lawrence and Edwardes; defends decision not to send officers to Herat; detestation of English at Kabul; Bengal Division of being organised for Persian campaign – no difficulty in finding 12,000 men proposed except for Europeans; with this force, India will have sent altogether about 25,000 men; Canning will ask for reinforcements of European troops formally by next mail; Civil and Criminal Procedure Bills to have first reading tomorrow.
