- Campbell and his staff have left for Cawnpore where troops are concentrating for advance on Lucknow; Greathed's column has arrived there and a reinforcement from Delhi under Brig (Sir) J Hope Grant who will supersede Greathed; Campbell will have 4000 men compared with the two brigades of 2500 Outram thought necessary in message asking for aid; situation elsewhere; anxieties over transport and supplies have eased; abundant crops between Agra and Delhi with everyone eager to sell; situation below Agra less good, but scarcity may be confined to areas close to road; excellent arrangements made by civil authorities for movement and feeding of troops between Calcutta and Allahabad; acknowledges Vernon Smith's letter of 26 September; right to send bulk or reinforcements from England by long sea route rather than via Suez in view of India's continuing lack of steamships; loan going well; should be possible to send Bengal Army sepoys to China, but those of Madras and Bombay cannot be spared; marines from China and their ship are being returned, and some other troops; impossible to send any of reinforcements from England to China – even if resistance has largely ended 'the country must be visited and marched over by strong columns of Europeans. We must be seen and felt everywhere'; has no official information on Calcutta newspaper reports of sortie from Lucknow in which Outram and Havelock are said to have been wounded
