- Has not written since discussions on Proclamation and Secret Despatch, publication of which 'staggered me for a time'; was tempted to answer it and come home but soon decided otherwise; realises this may be thought wrong decision even by some of his strongest supporters; agrees with Vernon Smith that extravagant importance has been attached to 'Private letter question' [VS has noted here: 'cold enough after all I endured for him']; supposes India Bill now passed but has 'no hope that peace for the Govt of India will follow. The haste with which the measure has been discussed will be an excuse for future tinkering'; pacification of Oudh going well – taluqdars sending in their adhesion even from districts where they cannot yet be protected by European troops; Rohilkhand becoming peaceable and industrious; still disorders in parts of Bihar and Bundelkhand; is uneasy at large numbers of Sikhs in arms – one example of disaffection in Sikh regiment; need to raise 'native force of other materials … and meanwhile not to diminish our European strength. For heaven's sake keep the peace in Europe for another twelvemonth at least'; Lady Canning has been separated from him since she went to the Nilgiris at the beginning of the year but is now on her way to join him at Allahabad.
