- Describes proceedings at durbars at Palampur and Lahore; Bokhara envoy present at latter; Mayo will not receive him until he knows more of his mission's purpose and wishes envoy to see railways and as much of empire as possible; severe punishment inflicted on kuka murderers has had excellent results in reducing their self-confidence and influence; refers to his letter of 1 September [and by implication to Argyll's of 4 October]; perhaps his anxiety to curb 'gigantic' waste of money makes him exaggerate problem 'but I own it chafes me sorely for I really esteem it not only a wickedness but a source of national danger'; accepts control of Secretary of State is both necessary and desirable - British rule can only be safely carried on under the crown – but complains of tendency to needless obstruction both in India and at home; regarding work of Baker and Frere at India Office on military expenditure, believes resurrection of Military Finance Commission would be mistake – Canning thought it an obstruction; separate Presidential military commands should go; believes central control in military and foreign affairs essential if Governor-General in Council and HMG are to exercise properly their constitutional responsibilities; hints that Bombay role in foreign affairs leads to dangerous complications; rebellion against Khan of Kalat and its handling by Bombay Govt and local officials; success of conversion of 5% loan, despite complaints of money men deprived of speculative opportunities; will achieve eventual saving of £275,000; Maharaja of Vizianagram tendered for £120,000; whole amount of £13.5 million may be taken up, or any shortfall will be trifling.
