- [Refers to Argyll's letter of 1 November]; question of return of Gwalior fort to Scindia; hopes matter will be kept quiet in England; impossible for a native chief to oppose British and they think it dangerous to appear to do so; question of replacing Temple as Finance Member; his unpopularity inevitable; desperate financial position inherited by Mayo; only the severest remedy (i.e. high income tax) could bring home 'to the Public (especially the Official Public) the headlong pace at which we were drifting into a financial abyss'; but worst is now over, and Temple may as well be retained – comments on Temple; doubts whether Financier from England would help; measures now necessary: reduction of military expenditure, adjustment of railway rates, consideration of 'great question of salt', regularization of opium revenue, and making important decisions regarding land revenue; near impossibility of increased taxation, but believes it possible to carry on our 'great works' without borrowing on 'gigantic scale' of recent years; as regards appointing Temple to Governorship of Madras, better for both minor Presidencies, especially Madras, to be governed by 'an English Statesman of position, character and if possible rank' – Temple a good administrator but would not 'command the respect or exercise the authority' that such a man would.
