- Prince of Wales's illness; suggests appointment of Temple as Governor of Bombay to sort out its administrative problems including continuing excessive costs of public works despite efforts at reform; Temple's appointment also likely to produce more harmonious relations with Govt of India; discusses need to strengthen Governor-General's Council; problems and growing importance of Public Works Dept requires undivided attention of strong administrator – suggests re-allocation of work and possible appointments to achieve this; is fearful of appointment of English financier unless he is someone of calibre of Northcote or H C E Childers (Liberal MP, Financial Secretary to Treasury 1865-66, Chairman of Great Indian Peninsular Railway) – 'a man who is only an accomplished banker or an experienced clerk will hardly do'; if Govt's relations with guaranteed railways is raised by Parliamentary Committee, (Sir) Richard Strachey (formerly Secretary, Public Works Dept) should be consulted – the only man who fully understands subject.
