- Risk of staying in Gwalior fort ten times greater than leaving; failure of Bombay Govt's policy towards Kalat and deep differences of opinion among Bombay and Punjab officials involved; Sir W Merewether (Chief Commissioner of Sind) and (Sir) R Phayre (Officer Commanding Sind Frontier Force) probably not on speaking terms; occupation of Kalat, or at least Quetta, hinted at in some quarters; such proposals have been rejected since Canning's time and Mayo more strongly opposed to it than his predecessors; such an advance would be a 'blunder and a crime' in view of declarations to Russia, Persia, Afghanistan and Yarkand that annexations are thing of past; willing to give moral and some material support (recently augmented to amount almost to £15,000p.a.) to Khan of Kalat, but not to support tyranny and oppression of his sirdars; though treated by British as independent ruler, many of his chiefs consider him only the head of Confederacy; danger of some incident involving some British representative leading to embarrassing course of action; problem of foreign policy powers exercised by Govt of Bombay, on which Mayo will shortly address Argyll officially.
