- Describes suppression of Kuka uprising [cf Mayo's letter of 16 January], summary execution without trial by blowing from guns of 49 of them by John Lambert Cowan (Deputy Commissoner), and trial and hanging of 14 or 15 more next day by (Sir) T D Forsyth (Commissioner of Ambala); Mayo has suspended Cowan; he condemns these violent punishments in strongest terms – they 'must weaken authority and bring disgrace on our Govt. I am quite ashamed of the way many of my countrymen talk of the deed' praising Cowan's vigour and hoping he will be supported; but Mayo must condemn his act 'of great and unnecessary cruelty … I am quite prepared to face the outcry that will be made for I know I am right'; discusses bad situation in Kalat and policy to be pursued at some length; opposes interventionist policy proposed by Merewether – 'I am not going to play the Shah Shoojah game over again'; complains of problem caused by dual management of foreign relations by Bombay Govt as well as Govt of India.
