- Is about to depart on two week visit to Burma; preliminary discussions on forthcoming budget indicate probable surplus of £300,000-£600,000; Executive Council with exception of Norman favour renewal of Income Tax, Legislative members with exception of Lt-Governor of Bengal oppose renewal by whose vote it would probably be carried; Mayo supports renewal if it would enable salt duty or sugar duties to be dealt with but opposes it merely in order to achieve surplus or merely to achieve 'so doubtful a fiscal advantage' as removal of corn export duties; asks for Argyll's guidance by telegraph on how much support renewal of Income Tax on this basis would receive from Home Govt, Parliament, and Argyll himself.
