- Encloses report of conversation between King of Burma and his minister to show what King is led to believe; blue book on military reductions received by newspapers but not by Govt of India; fears publication of minute by Napier (C-in-C) will do much mischief; Mayo unwilling to reply to it at the time to avoid paper warfare but will now be forced to do so as it misrepresents his opinions and Govt policy – he has never advocated real reduction in military and strongly opposes reduction of European army but believes it wrong to make taxpayer pay for soldiers whom Napier refuses to employ; experienced officers say that more than a third of native army is 'worse than useless' (i.e. almost all Madras army and proportion of Bengal and Bombay armies; 'we are forced to endanger our good name and lose a great deal of good will by keeping up taxation, because [of] Provincial jealousy and military perversity'; Lord Napier of Merchistoun (Governor of Madras) has recommended reduction of eight Madras regiments.
