- Acknowledges Argyll's letter of 9 December and discusses Argyll's complaint regarding tone of communications from Govt of India and explains how freely written notes not originally intended to be sent home largely account for the problem; Mayo's concern regarding excessive expenditure and odium he has incurred in attacking it and vested interests concerned in it; reasons for supposing that Home Govt did have reduction in military manpower in mind when it urged reduction of military expenditure; impossibility of achieving significant savings without reducing manpower; Mayo's note on Judge Advocate General sent home in error – asks for it to be cancelled; had not observed bad tone entering generally into their despatches, but Argyll having raised matter, Mayo will seek to prevent what he fully admits would be a great evil.
