- Weights and Measures Bill; hopes trials of Wahabi prisoners will soon be completed; believes for many years there has been laxity of procedure under Bengal Regulation III of 1818 and has issued circular to prevent it in future; absolutely necessary to retain power under Reg III – impossible or politically undesirable to deal with some miscreants under ordinary law, but it should be used very sparingly; hopes for apology from Nawab of Jodhpur; Parliamentary Committee and how to handle it; believes it will show Govt of India has advocated many measures of reform since Mayo's arrival but that it will not accelerate implementation of reforms and economies; Financial Resolution generally well received despite inevitable complaints from Presidencies and Provinces of unequal treatment; hopes to abolish Income Tax on incomes below Rs1000 and set it at 1.5% on incomes above, and to avoid any new imperial taxation during his administration; taxation cannot be increased without danger: 'the country is very poor; and our best political security is that every man in India should feel that whoever follows us will squeeze him much harder than we do' – that is not so at present but it will be if burdens are not increased in proportion to increased prosperity; hopes therefore tobacco tax will be unnecessary but encloses papers on its pros and cons; Amir of Afghanistan and his son Yaqub appear to be reconciled – Mayo would like to know what part Persia has played; undue financial support for Nawab Nazim [of Bengal ?] would arouse opposition.
