- Local Finance scheme fairly launched despite opposition due to provincial narrow mindedness and atrocious official management of Bills, and petty jealousies among Council members; Holkar's territorial and other demands – it would be a 'grievous crime to hand over to his tender mercies a territory which has been settled under our mild rule, and to give up to his extortions people whose rights we have promised to maintain'; if British troops were withdrawn, his thakurs would turn him out, and he has no standing with other Princes; [no foundation for claims of undue interference by British officers in affairs of native states in general or Holkar's in particular though latter has been told he will not be permitted to drive his thakurs to rebellion; dangerous state of his Malwa districts where, since they are rajput rather than maratha, 'Holkar is as much an alien and a foreigner there as we are'; gives brief history of relations between maratha chiefs and rajputs and settlement made by Sir J Malcolm in 1818-22; to allow Holkar to break it would be breach of faith and provoke rebellion which Holkar could not extinguish; opposes officious interference in Indian States but equally a duty to misgovernment in any state which might endanger general peace of the country – interference to this extent a duty to ourselves but also to 'the people whom by our power we deprive of the remedy of rebellion N.B. this passage in square brackets largely reproduces an official memorandum submitted to Mayo]; has written to one or two of his old Tory colleagues to dissuade them from factious opposition; disappointment at military despatch and insistence on retaining regiments which all but Napier consider unnecessary, and on retention of Madras Army regiments at expense of more warlike Bengal ones.
