- Acknowledges Mayo's letter of 12 February; assures him of desire to support his authority and hopes full and free communication will establish harmony; strongly agrees with minute by Sir H Durand (Military Member of Council) opposing proposal to set up official Govt journal – 'arena of journalism is one into which the Indian Govt cannot descend with any honor or advantage'; despatch will be sent by next mail on case of Maharaja of Kapurthala differing from view taken by Lawrence; is considering how best to raise money for enormous amount of public works which must be undertaken; as regards railways, suggests dispensing with Companies – believes they offer Govt no advantage in raising money (in fact make it dearer), nor any economy in its expenditure; politically important to induce natives to invest more in Govt loans – they used to hold third of Indian public debt, now only a quarter; for railway loans they have supplied only £1 million out of £80 million, and might invest more if companies were dispensed with; suggests 'one Great Railway Department', and an 'open loan' devoted specifically to public works and railways.
