- Regrets exemption from Income tax of all non-resident fund holders, not only as departure from precedent, but as unjustly discriminating against native fund holders as compared with European, when policy should be to encourage native investment in India public debt; Indian Govt should not concern itself with possibility of double taxation of English fund holders in England and India; realises Mayo had to contend with 'unreasonable prejudices in India against the Income Tax'; principle is to attack income at first source – not doing so will lead to much evasion; criticises method of Income tax assessment; fallacious argument of landholders under Permanent Settlement that they should be exempt from Income tax; making loans raised in England for Indian purposes subject to Indian Income tax would injure ability to raise loans; criticises inconsistency and uncertainty of Indian financial figures; Indian Finance Dept seems weak, and Argyll fears there has been negligence or weakness in making up accounts of Abyssinian expedition; will do what he can to be civil to Nawab Nazim of Nepal; understands Mayo's postponement of salt question and asks to be kept informed of his intentions.
