- Explains reasons for doubting advisability of making Military Member of Council rather than C-in-C sole military representative in Governor-General's Council in India; analogy with War Minister and C-in-C in England is invalid – Council's authority is much less and consequently C-in-C, India's powers of obstruction are much greater; though making Mansfield (a Queen's Officer) Military Member instead of Durand might assist economy at present moment in view of their personalities, in the long term an Indian Army Military Member will find it difficult to fight the C-in-C (probably a Queen's Officer backed by Horse Guards [i.e. military High Command] at home), and disposition to antagonism would be immensely increased; exclusion from Council would make it more difficult to recruit men of high calibre as C-in-C; easier to gain C-in-C's co-operation if he is in Council; economies in Indian Army easier, but British Army in India is heaviest expense; in reference to Mayo's appeal for expenditure reductions at home, apart from cost of recruitment (now being investigated) all home expenditure is consequent on previous decisions and arrangements made in India.
