- Outline of Mayo's proposed military reductions just received which Argyll will consider in conjunction with War Office and Horse Guards latter of whom will make many difficulties; Argyll objects to reducing area covered by Madras Army in favour of Bengal Army; many people think 'old vice' of pre-mutiny Bengal Army is being reproduced and danger of discontent among Sikhs and Hindus must be kept in mind; great safeguard in 'division of force between portions of the Empire which have a separate esprit de corps; suggests reduction in total numbers of native troops would make possible proportionate reduction of 'white faces', given the absence of any native power of any strength and the 'enormously increased' power of communication.
