- Refers to Mayo's letter of 13 November; premature publication of Mayo's agricultural despatch, and difficulty of maintaining secrecy among 15 members of Council of India; unanimous opposition from Council (which Argyll largely shares) to Govt of India'a Act on Weights and Measure which goes far beyond original plan – Argyll fears 'there will be the greatest danger of local oppression and discontent under the compulsory clauses as applied to private traders, and worked by native Wardens and sub-wardens'; Act will probably be disallowed; conduct of Maharaja of Jodhpur; inappropriate for Indian Prince who falls into degrading habits, especially if these affect administration of his country, to continue to wear Star of India; understands Mayo's opposition to Parliamentary Committee on India but believes there may be advantages particularly in combating tendency of home authorities to charge expenditures unfairly against Indian revenues; current difficulties with Russia need not deter Mayo from making military reductions; pleased to hear result of present financial year will probably be favourable, but Mayo must reduce income tax next year; again urges merits of tobacco tax.
