- Refers to Mayo's letter of 10 April reporting atrocious mismanagement of Bills for local taxation in Legislative Council; Argyll more concerned at setting maximum percentage for local taxes; permanent settlements being made under Wood's despatch of 1862 and rapidly rising land values make principle of liability of land to local taxes extremely important; safe to leave rising land value in hands of agricultural classes 'only on one condition [Argyll's emphasis] – namely that this increasing wealth be kept liable to taxation in other forms to meet the increasing demands of a civilising Government'; should be 'distinctly understood' that permanent settlement relates only to imperial taxation, and that all classes are liable to local taxation for local government and improvement, and that this applies to land as well as other property; Argyll sees 'no sense or use in fixing a limit for this taxation. We have hardly a right to foreclose this question for future generations'; such limits should certainly not be included in permanent settlements – perhaps acceptable in Local Cesses Bills if it is clear that future Bills may raise limits; while unlimited power to raise local cesses should be retained, that power should be put into operation most cautiously and gradually; regrets disturbing effect of such Bills all over India, and questions why new legal authority is needed to levy cesses similar to those levied in past.
