- Has received Stanley's letter of 2 June with great pleasure – its tone has reinforced Canning's determination to stay at his post; advocates recruitment of at least ten European regiments for local service in India to replace twenty native regiments to be officered by officers from native regiments; need for permanent European force in India not liable to be withdrawn because of events in Europe; Bihar still greatly disturbed; in answer to Ellenborough's letter of 9 May, believes chief reason why Bihar is disturbed is that, like Oudh, it is 'a Sepoy Country; that the Districts in which disturbance is now rife, are the homes of vast numbers of mutineers'; Bihar situation an impediment to declaration of a measure of mercy to less guilty mutineers which would have 'an untimely appearance' while intended beneficiaries are 'carrying violence into the heart of one of our richest and oldest Provinces'; Bihar also makes it impossible to assist two friendly Oudh chiefs who are likely to be driven from their forts; Rohilkhand rapidly settling down; Canning doubts whether Tantia Topi and Maratha party will head for Deccan but if they do it will give him great anxiety; at present Hyderabad is quite and Nizam well behaved – believes success at Gwalior has made deep impression there; Bundelkhand quiet; Dost Muhammad is peaceful; again in answer to Ellenborough, rebellion is not rife all along Ganges canal where disturbances were due to Rohilkhand rebels, not local inhabitants – 'we have plenty of rotten places to mend without picking holes in sound ones'; unlikely to be able to return troops to England before winter, and urges immediate despatch of recruits to arrive at best season, i.e. October after rains have ended.
