- Wishes membership of Military Commission formed in England included some officers who had experienced mutiny; ingrained opinions of Indian military men have altered remarkably as result of mutiny; radical importance of such questions as districts from which recruits should be drawn, or mixing of different classes in same regiment; Govt of India should be left discretion in some matters such as introduction of messing system which will require careful handling; opposes amalgamation of Queen's and Company's armies because of need to insure India against sudden drain of European troops for service elsewhere; suggests giving Indian Army officers right of exchanging into Royal army as means of ensuring that Indian Army is not seen as inferior; concern at growing number of Indian Army officers wishing to resign; despatch of naval force from Bengal to Aden to bombard Jedda, and need that some ships should return to India; has encouraged Maharaja of Patiala in his wish to visit England – it would be 'the first instance of an Indian Chief going to England neither as a captive, nor a suppliant'; his territories yield £240,000p.a. and Govt has recently given him lands worth £20,000p.a.; proposes confiscation of Dhar; would prefer to reward Scindia with Jhansi rather than Dhar.
