- Discusses at length considerations to be taken into account in issuing amnesty; danger of issuing one prematurely illustrated by experience in Bundelkhand where Canning made that mistake [the risk is lack of take-up]; suggests procedure for pardoning rebels and issue of general amnesty which should follow Queen's Proclamation [assuming Govt of India] and Campbell's entry into Oudh in October with strong force; reactions among Indian people to impending transfer of Govt of India from Company to Crown; Canning doubts reports that sepoys believe they will not continue –'they know as well as we do that we cannot hold the country without native troops'; describes progress being made in pacification of Oudh and situation in other parts of country; assistance sent to Begum of Bhopal who has been 'signally loyal' and 'shown so much courage and ability in circumstances of great difficulty that she must not be left in jeopardy '; Bihar, especially Shahabad, still disturbed; disbandment of disarmed sepoys in Punjab has gone smoothly except for serious outbreak in Multan; Sikhs have behaved very well; need to watch them closely.
