- Refers to his letter of 29 January (3); Financial Despatch by this mail deals with longer term which is 'not cheering'; there is need for new taxes, loans amounting to £5 million, and £4 million from England; this takes no account of home charges which are roughly equal to £4 million which Govt of India spends on railway works; since railways pay in their deposits in England Canning hints India should be relieved from making remittances to England – 'this drain will become more severe as Railways advance and multiply'; assumes balance of £12 million needed by 1 May 1860 though less may be sufficient if all goes well politically; Govt of India will have to raise import duties trusting to Home Govt's retrospective approval, and despite any outcry from Manchester; most duties will rise from 5% to 10%, but luxuries mainly used by Europeans will pay 20%; also proposes light duty on export of grain perhaps limited to rice; expects above changes to yield £1 million; proposes to extend stamp tax to Presidency towns (it is already levied in mofussil), and to impose it on new categories of documents; latter will touch 'the bankers and mercantile classes, to reach whom should be the object of all new taxes'; proceeds of additional stamp duties impossible to estimate; tobacco tax may bring in £500,000; succession duty 'accords more with native ideas than any tax we could invent' but unless it can somehow be made to fall on monied as well as landed classes, he will not recommend it; town duties, labour tax and police tax have been considered but proceeds would not be worth irritation they would cause; reduction of civil salaries justifiable only as part of general income tax; many appointments underpaid – they currently total £1,030,000 (excluding clerks, copyists, etc) of which probably no more than £25,000 could be saved; Ricketts report on civil service suggests an increase of £700,000 is needed; only other expedient would be issue of paper currency – this would be a convenience to Government and community but should not be introduced as an escape from necessities; in long term hopes for substantial saving by abolition of Indian navy; military savings will come from return home of ten British Army regiments; treasury bills not drawing well probably in expectation of 6% loan.
