- Discusses candidates to replace Montgomery as provisional member of his Council; would like someone with Punjab experience (but no one suitable available), followed by someone from N.W. Provinces and therefore opts for (Sir) Henry Harington (Member for N.W.P. of Governor-General's Legislative Council) though he is less able than (Sir) Cecil Beadon (Home Secretary, Govt of India); will need Beadon as Foreign Secretary though Canning is unenthusiastic selecting him for that post; refers to his letter of 18 January and recommends appointing someone from Madras or Bombay (in fact (Sir) H B Frere) despite storm this would raise in Bengal; Durand a great loss; rejoices at appointment of Sir Charles Trevelyan (formerly in Bengal Civil Service, currently Assistant Secretary to the Treasury) as Governor of Madras, though is very surprised at it; Canning will give him as much liberty of action as he can, subject only to Supreme Govt's guiding authority chiefly in financial and military matters.
