- Realises assumption made in his letter of 23 February regarding financial allocations were wrong; re-emphasises need for remittances from Home Govt to meet Indian expenditure; success of loan as yet difficult to judge; tenor of proceedings in Parliament on 14 February [regarding authorisation of loan] will have strong influence on its success, and Canning is anxious because period up to mid-April (when revenue begins to come in) will be critical; if Govt is criticised for not consulting businessmen, Canning's answer is that they were consulted but that their advice is almost always self-interested; customs Bill has been passed; remission of export duty on silk, and Count Freschi's belief that silk worms are diseased; Stamp Bill almost ready; problems regarding introduction of tobacco duty in Bengal – a Govt monopoly would work best but 'I am not going to propose anything so unreasonable to English ideas'; Succession Tax which reached urban classes not feasible.
