- Refers to his own letter of 13 June and Stanley's of 16 May (3) on reform of his Council and clarifies first of alternative proposals suggested in the former; his second proposal very similar to Stanley's unless Stanley envisaged Secretaries having cognisance of work of other departments as well as their own which Canning opposes; objection that abolition of Councillorships reduces prizes open to Civil Service lessened by recent creation of two Lt-Governorships and fact that Secretary posts would become better paid; possibility of economising by amalgamating Home and Financial secretaryships; would be pleased to have Financial adviser from England but doubts whether he need be permanent; problem in India is to identify taxes which can be levied safely, fairly and productively, and on that Indian civil servants better able to advise than any Chancellor of Exchequer; believes Legislative Council to be necessary and defends its work; alternative of legislating through Executive Councils incompatible with making Secretaries Councillors – they would not have time for legislative work as well as administrative; does not see Legislative Council 'as a nucleus of really representative institutions because I believe those to be so far remote that there is no object in forming a nucleus for them now', but has no objection if it is thought worthwhile to popularize Council by introducing '3 or 4 nominated members taken from merchants, lawyers, or natives' except the expense – would consider it rather a sham because gain in efficiency would not justify cost 'but it would be a perfectly harmless measure in other respects'; unless Secretaries have position equal to present Councillors, impossible to delegate to them powers over Presidency Governors and Lt-Governors when Governor-General is absent from Calcutta.
