- Uneasy relations with France caused hesitation concerning despatch of remainder of 57th regiment to Bombay following Elphinstone's urgent request; arrangements for further reinforcements; hopes four or five of hardest-worked regiments can be relieved – believes it would produce excellent effect if they were to march through central India to Bombay with King of Delhi in their charge; Canning right not to send troops to China; wonders how cost of increased European force is to be met; asks why Bihar is as mutinous as Oudh, why rebellion is rife from along Ganges canal and in Rohilkhand despite efforts to improve condition of people – 'Is it the stringent severity of our revenue system with its sales of land which has counteracted all our efforts to produce welfare and contentment ? Is it that the Government, with the best intentions, fails from having incompetent officers ?'; believes there is 'something rotten in the state of India' and that things have been going wrong imperceptibly for long time; changed manner of officers towards their men and civilians scandalously neglected their duty; eye of Governor-General needs to be everywhere but even if he were as active as Akbar it would take twenty years 'to get the Europeans into order'.
