- Report that European troops sent from England are neglected on arrival in India; opinion at home no longer sympathises with 'the indiscriminate revenge which seems to be desired by some editors and others in India' – Canning can therefore can count on support from public opinion as well as Govt at home; Lawrence writes that anyone surrendering at present is hanged or shot so none will surrender; fears of danger from Sikh troops; need to reward allies and to show 'we can recompense as well as punish'; consolidation of Board of Control and East India Company offices cannot be completed until both under one roof, but hopes for 'saving of time and labour in replying to despatches consequent on the abolition of "P.C.s"[Previous Communications]'.
