- Copies of India Act and Queen's proclamation assuming Government of India being sent out; has not been able to omit 'Defender of the Faith' from her titles, but notes need for caution in use of these words in India; new title of Viceroy given to Governor-General's office 'merely nominal for I know no definition of the duties of a Viceroy'; Stanley has thought it wiser to introduce the change without ostentation, but Canning has discretion how to inaugurate it; question of native education needs to be taken up, especially grants to missionary schools – Stanley suspects neutrality has not been observed; pressure for European colonisation in India especially in hill districts.
