- Approves Canning's proposal for cession of territory to Nepal [cf Canning's letter to Ellenborough of 10 June]; irregularity committed by (Sir) R Temple (Secretary to Punjab Govt) in publishing letter purporting to be from Sir J Lawrence to (Sir) Herbert Edwardes on relations of the State with Christianity which will be used as weapon by 'proselytising party here, from whom … we are sure of a good deal of trouble'; comments on Edwardes; appointments to judgeships in Madras and Bombay; agrees that role of Army Commission Enquiry is to collect information and opinions – decisions will be for the Cabinet; pressure from C-in-C to take power over Company's Army, but Stanley has received legal opinion against it – Secretary of State in Council has succeeded to functions of Court of Directors in this respect.
