- Acknowledges Canning's letters of 19 and 20 October; importance of including declaration of mercy in Proclamation; need to avoid ruining solvent landowners by unnecessary legalism; Canning's letters sent to Lord Derby (Prime Minister) which will delay Stanley's reply on some details; has delivered Canning's letter to Queen who showed it to him; Stanley has absolute confidence that Canning will not misuse privilege; if excise on opium could be substituted for its cultivation by advances from Govt, this would avoid appearance of Govt 'directly carrying on a trade which has led to discreditable complications in China, and which certainly has done us no good in public esteem' – but this advantage would not justify large loss of either revenue or convenience; desire of English capitalists to purchase land in fee simple [i.e. become outright owners]; slow progress of Commission on military organisation in India – likelihood that there will continue to be two armies since it would require legislation to transfer local army to C-in-C [England]; Stanley strongly favours leaving things as they are; is meeting opposition in securing increase in European artillery requested by Canning; difficulty in getting good lawyers to go to India.
