- Writes for Canning's own eye alone; military authorities in England favour complete amalgamation of Queen's and local European armies, reducing native army to something like a militia: in short 'to hold India as the colonies are held, mainly by troops of the line'; this view shared by Court, permanent officials of War Office, and therefore War Office itself; Stanley favours strong local army, divided by Presidencies, and consisting of both native and European troops; believes Cabinet supports him but is unsure of extent of support; opposition shows itself by obstructing recruitment for local European corps on grounds that this prejudges main question; if Canning is concerned at delay in recruitment he should address Stanley in strong terms; decision that legislation would be needed to give C-in-C in England control over both armies, has strengthened desire to reduce amount and importance of local army.
