- Terms which he is prepared to offer War Office regarding military question; is not prepared to give way on question of authority, i.e. that there must be a large local European Army in India under control of Governor-General; but home military authorities press strongly for one European army for the Empire; Derby favours local troops in some form but is undecided on question of command which Stanley regards as vital; Durand very useful in fighting our battle; aided by public opinion, Stanley has been able to halve amount of Royal Artillery to be sent to India, but would have preferred to rely wholly on local troops.
