- Reasons for continuing with Loan Bill as it stood; opinion united on need to support credit of Indian Govt, but there will be greater discussion of Indian finance when Parliament reconvenes – Sir T Erskine Perry (former Chief Justice of Bombay) will move for a Committee of Enquiry; has been pressed and has decided to appoint English financier to Canning's Council; will approach Edward Cardwell (whig/liberal politician); notes that there is prejudice against James Wilson (Financial Secretary to Treasury 1853-58), and that Trevelyan would have been ideal; is sending draft on customs duties which will tend to support Canning against local opposition.
